Brazil’s energy policy is at a critical inflection point. A fragmented energy policy that maintains a major role for fossil fuels and fuel-based technologies in the economy would put the country on a risky, high-carbon path, undermining both its climate and development goals. Fortunately, there are clear policy options with the potential to put the world’s sixth-largest emitter on the path to a clean energy economy that creates new opportunities for sustainable growth, green jobs, and international competitiveness. Adopting these policies now would be a win-win for the world’s climate future and for Brazil’s people. But if Brazil delays, it will lose out to other rising cleantech leaders.

During this virtual panel conversation, Crux Alliance experts on Brazil’s clean energy transition will highlight the most impactful near-term policy options for cutting harmful emissions from Brazil’s growing energy use sectors, and how Brazil can leverage its unique mix of natural resources to gain a competitive advantage and raise standards of living. With their deep knowledge of the Brazilian political and social context, panelists will describe the policy choices and how climate funders and advocates can support bolder climate policy decision-making ahead of COP30 and through this critical decade.

Joe Ryan has worked on Brazilian environmental policy since 1999, and was instrumental in launching the Latin American Regional Climate Initiative, which eventually became the Institute for Climate and Society (iCS), the major regranting entity in Brazil. In his current role at the Crux Alliance, he oversees policy advocacy in Brazil across multiple energy sectors including appliances, industry, urban mobility, and vehicles.

Ana Maria Carreño

Ana Maria Carreño has over 15 years of experience in international energy efficiency policy design and implementation. At CLASP, she oversees the climate portfolio, delivering carbon emissions reductions through the implementation of ambitious appliance energy efficiency policies in the highest-emitting countries in Africa, Asia, Europe, Latin America and the Caribbean, and North America. She has worked with Brazilian agencies since 2018, including INMETRO and Procel, supporting the adoption of cooling policy.

Clarisse Linke

Institute for Transportation and Development Policy

Clarisse Cunha Linke is a Brazilian expert in social policy and urban mobility, serving as Brazil’s Executive Director of the Institute for Transportation and Development Policy (ITDP). With a Master’s degree in Social Policy from the London School of Economics, she has 24 years of experience planning and implementing social programs in Brazil, Mozambique, and Namibia. Clarisse has been recognized for promoting sustainable transportation and has been a member of the World Economic Forum’s Global Future Council on Mobility since 2018.

Marcel Martin
Managing Director for Brazil at the
International Council on Clean Transportation

Marcel Martin is the Managing Director for Brazil at the International Council on Clean Transportation (ICCT), overseeing strategies across light- and heavy-duty vehicles, aviation, maritime, and fuels. He has 17 years of experience in climate change, transportation, and urban development. Before joining ICCT, Marcel was Program Officer at the Institute for Climate and Society (iCS), managing its transport portfolio. At the Energy and Environment Institute (IEMA), he coordinated the federal Low Carbon Urban Mobility Program. Marcel also worked in the private sector, leading large urban planning and transport projects. He holds a degree in Architecture and Urbanism from the University of São Paulo (USP) and a master’s in Land Planning.

Frank Peter

Agora Industry

Frank Peter is an expert on the topic of green industrial development with extensive experience providing independent advice to the public and private sectors. Before joining Agora Industry in 2017, Frank Peter worked as a consultant at Prognos AG where he led projects on climate mitigation, industrial decarbonistion, power market development and renewable energy for the public and private sector. An engineer by training, Frank Peter helped to establish Agora’s work on Brazil and develop the think tank’s cooperation with local partners.

Rosana Santos
Executive Director
E+ Energy Transition Institute

Rosana is an electrical engineer and holds a PhD in energy planning and policy. She is a seasoned professional with over 30 years of experience in the energy sector, specializing in  energy transition and industrial transformation towards climate neutrality. Rosana serves as a board member on the Energy Policy Council of the State of São Paulo, the International  Network of Energy Transition Think Tanks, and the Brazilian Association for Energy Studies. With a rich background in academia, public sector (Ministry of Mines and Energy), international experience, and roles in major companies such as Enel, Alstom/GE, and EDP, Rosana brings extensive knowledge in energy and sustainable development.
