Overview
The Crux Alliance is seeking proposals from qualified organizations or consortia to conduct an assessment of the greenhouse gas (GHG) emission reduction potential of policies across the top 20 emitting countries. The analysis will focus on six energy sectors and utilize the Energy Policy Simulator (EPS) and the Global Change Assessment Model (GCAM).
Scope of Work
The selected contractor will:
- Assess GHG Reduction Potential: Evaluate the emissions reduction potential of a set of core policies (to be defined by the Crux Alliance) in the six energy sectors (e.g., appliances, buildings, industry, power generation, urban mobility and vehicles) across the top 20 emitting countries. The contractor will also be asked to help develop a metric for likelihood or probability of success. This metric would be in addition to the more direct emission reduction potential.
- Utilize Analytical Tools: The Crux Alliance has utilized the Energy Policy Simulator (EPS) and the Global Change Assessment Model (GCAM) since 2018 to conduct periodic ton-reduction assessments. We would like the contractor to build on this previous work to provide a robust set of historical trends. To ensure this, the analysis should include the two modeling frameworks used to date. Other models would be considered as long as they can provide the types of historical trends needed.
- Country-Specific Insights: Develop tailored analyses for each of the 20 countries, accounting for regional and sectoral nuances.
- Stakeholder Engagement: The Crux Alliance is made up of six partner organizations that lead the work. The contract will need to interface with the modeling teams at each of these organizations as part of the assessment process. Each of these cs have their own modeling figures and the contractor will work with them to reconcile the partner organization’s ton numbers with those of the contractor. The Crux Secretariat will actively manage this interaction.
- Deliverables: Provide detailed reports, visualizations, and an executive summary outlining the findings and recommendations.
Timeline
- Questions and Expressions of Interest: Due by February 7, 2025 by 5pm EST (Submit to info@cruxalliance.org).
- Proposal Submission Deadline: February 14, 2025 by 5pm EST
- Target Contract Start Date: March 1, 2025
- Completion Date: August 1, 2025
Proposal Requirements
Proposals should include the following components:
- Executive Summary: Brief overview of the proposal, including objectives, approach, and key qualifications.
- Technical Approach: Description of the methodologies and tools (e.g., EPS and GCAM) to be used in the assessment.
- Work Plan and Timeline: Detailed schedule with milestones for deliverables.
- Team Qualifications: Resumes and relevant experience of team members.
- Budget: Itemized cost breakdown.
- References: Contact information for at least two recent, relevant projects.
Evaluation Criteria
Proposals will be evaluated based on:
- Demonstrated expertise in energy modeling and policy analysis.
- Familiarity with the EPS and GCAM tools.
- Quality and feasibility of the proposed methodology.
- Cost-effectiveness and budget clarity.
- Relevant experience and qualifications of the team.
